An early intervention program that helps young children take part in early childhood education and care programs.

Access to Early Learning (AEL) is an evidence-based early intervention program funded by the Victorian Department of Education. The program identifies three-year-old children from families with complex needs and supports them to participate in a quality kindergarten program by addressing any barriers that may be preventing them from doing so.

AEL is an outreach service with a non-judgmental, child-centred approach. An experienced, degree-qualified facilitator from Anglicare Victoria visits the family weekly to develop a strong relationship with the parents and encourage learning at home and regular attendance at kindergarten. The facilitator also helps build connections between the family, kindergarten educators, and other services, to ensure the child has the support they need. Eligible children can receive 15 hours per week of free or low-cost kindergarten.


How to qualify for Access to Early Learning

To qualify for AEL, children must be referred by an Enhanced Maternal and Child Health (EMCH) service, Family Services, The Orange Door, Child Protection or other professional. Children must be at least three years old by April 30 of the year they are enrolled in a kindergarten program. Children can be referred if their family meets at least two of the following criteria:

  • known to Child Protection
  • intellectual or physical disability (child or parent)
  • family violence
  • mental health issues
  • sexual assault
  • alcohol and drug abuse.
